Is the RED legendary gear just a retooling of the game's gear rarity, or is it new gear altogether?

None of the DLC chars got any shaders, Sub, Starfire and Red Hood didn't got any.

None of my gear was reclassified as legendary, so it must be entirely new stuff. I just opened 50 gold boxes and nada, so maybe it's event-based?
