How would you go about buffing the low tiers and nerfing the top tiers in an MK9 remaster with balance changes?

First off credit to IIIuvialCE for the idea but I wanted to make a thread on specifically a balance change since a balance change would most likely happen however for this thread I am assuming that other than a balance change everything else would wouls stay the same so first I am going to cover the top tiers

Kabal:
Buzzsaw is a mid instead of low
Iagb cant be done anymore
Ex nomad dash loses armor

Kenshi:
Ex spirit charge becomes neutral on block
Ex rising karma becomes -5 on block
Spurit charge is now 12f on start up

Cyrax:
B1 is less plus on hit
If a bomb is out Cyrax cant do net

Sonya Blade:
Ex cartwheel becomes -15 on block
Ms f1 becomes -3 on block

Low tiers:
Sheeva:
Give her an overhead that leads to 50% meterless

Jade:
Glow lasts longer
B1 becomes a mid and becomes -5 on block

Kano:
Remove the gaps from his strings
B1 becomes 9f
D1 becomes +3 on hit and D3 becomes +5 on hit

Stryker:
Gun shot cancels become + on block
B1 turns 13f on start up and becomes mid
I can cover more character if people want me to and obviously they could buff/nerf characters more as people say who needs nerfs and who needs buffs

Make Jade’s u3 hit mid again. Allow glow (regular) to last longer. And don’t make her take extra damage if she spends a bar on it for armor.

Give Sindel armor on her flip kick.
