How do I NOT get b+f2 as scarecrow?

I swear, everything I block and then try to punish with f+2 I get a special move, EVERY time. I can't NOT get it. It's driving me insane.

are you on stick or pad? you have to make sure you go from back -> neutral -> forward instead of just back -> forward
