I am currently working on Ultra Street Fighter and I am looking on help in improving. This is what I have with ~15 minutes in the lab with Evil Ryu.
What I'm looking for are general tips on Street Fighter throughout the yung journey.

Your combo seems pretty good. I don't know much about Evil Ryu tbh. But it's good enough for sure.
Make sure you also practice the cr.mk xx hadoken > FADC combos and the red focus into Ultra since that's the core of his game.
Next after getting your BnB combos down, I would suggest practicing throw teching. To practice this, record the dummy doing sweep then doing a meaty throw or cr.jab, tick throw. Then play back and try to crouch tech and stand tech.
Next I would practice my anti-airs, some basic blockstrings and maybe a couple of decent frame traps/counter hit setups.
Then maybe find a couple of safe jumps and oki setups but this is not entirely needed. Especially because of delayed wake up.
And of course make sure you check out at least a couple of PR Balrog and Sakonoko video/streams using Evil Ryu. They will give you a good idea of how to approach certain matchups. Plus show you some good setups and tricks you can add to your game aka steal their strats.
I would also suggest to anyone who wants to get into SF to check out Vesper Arcade on youtube:
He has everything from beginner to really advanced tactics. Same with UltraChenTV.
First Attack covers a lot of things from super low level, to intermediate and sometimes high level stuff like safe jumps, option-selects and whiff punishing:

And Level 3 Focus is mostly for match analysis and fighting game philosophy/theories. (I can't find a playlist for it but they're on youtube for sure).
EDIT: Almost forgot about Xian Academy:
