This is a Skarlet tech that works against any character with a 9f flawless block reversal. 8f doesn't work and they are going to launch you anyway, but then you an use B3~parry to counter it, but its several times off the Flawless Block window.
Higher FLB are useless against heart pierce in general, so it's irrelevant to use this against it, as a simple parry is going to counter.
But the others, this is very useful when applying pressure against good players that might know your flawless block window, they can't parry the 3 windows and this varies the 124 timing pretty well, when done correctly they will second guess their FLB timings and react to it slightly more slower which in turn makes her reversal a bit more scary.
