If Skarlet shows in the comics (hinted by Shawn Kitt) with a new design it might be a strong indicative that she is in the game too, after all, is a Story about blood magik as Shawn said it.

I agree with this ^ I don't see Ermac being with Quan Chi nor Scorpion with White Lotus.

I think both are more neutral characters.

It might not be a good formula to decide who's gonna be in or not. Kotal has his own squad of D Vorah Erron Black and probably a couple of others. Yet his faction is no where on the list.
