Strategy Characters that can punish max range TKP

How many frames does it take to not be caught in Scorpion's Hell Fire when jumping? If the TKP is -17 on block and Scorpion's Hell Fire is 22 execution frames.. you've got 5 frames to be off the ground.. does it whiff on that very first frame they're off the ground?

Good question. I believe that the regular Hell Fire whiffs though. BUT. Next time i m going to test if Scorpion can punish it with EX Hell Fire, cause the EX version can hit an opponent if he tries to jump. Perhaps Slips has something to add about this. Also dont forget that TKP has a slight block stun when its blocked thats why i believe even the EX version of HF might not be able to punish a max range TKP.
