Because producers may or may not have different priorities.

If they do it in a way where the old and young versions of Shang Tsung are in the movie I'd think he's a perfect fit, or just the old version. If it's young Shang though that time has passed lol.

I think that in a reboot we'd start with the old one anyway.

I can't do much to help since I don't twitter but hey NRS/WB if you read this, yeah he should be Shang Tsung in the movie. No brainer tbh.
