It is, he was shown on the Starfire trailer. The cool part is that it adds FX skins in addition to the alternate body skin, as the ice breath becomes fire breath (replacing the frozen state with Firestorm's molten petrification state) and the heat vision with ice vision (with similar effect on hit than the marks left by Cold's or Sub-Zero's projectiles).
