Annoying PC player

Anyone else run into this player on PC? Steam name Bogard. His connection is green when you start the match, then when you get in it's literally unplayable lag. Like 2-3 FPS, obviously using some kind of exploit and should be banned.

I literally just back out at character select. There's no point.

I have written many a profile status update about his cheating. He is very well known on the PC community.

I ran into a similar guy online tonight on the PS4. He had something like 1800 wins with Sub-Zero, and I could see why, since there were always these convenient lag spikes when I was on the offensive. I'll post his PSN tag when I find it.

He did learn something out of that, though: lag or not, Cassie's Fatal Blow will catch you crouch blocking. Also, if you lag spike and I beat you like I beat him, I will teabag your cheating ass.

i played him once , manage to beat him but he rq at the end anyway even through i played a 600ms game
