About Scorpions leg takedown/scissors

Honestly this special has cost me quite a few games when I do it by accident, typically from careless sweeping. However, is there any situation where it might be a better finishing move than low kick or sweep?

I've never actually seen the hit box for it but it does seem keep scorpion low to the ground momentarily.

Unless you kill the opponent with it, it's useless, as it is punishable most of the times even if it hits.

It's punishable 100% with an uppercut if appropriately timed. Completely useless.
