I suspect the reasoning behind the nerf might actually be that the +frames were so good with the command grab. Eh, moving on.
If you were playing opponents who were consistenly getting wrecked by 2d3 mixups, those are more likely to be players who don't understand Harley's move set.
The change to 2d3 hurts her badly against players who don't know how to block against her in the first place. As it was, it allowed for continued b2 xx slide block pressure. Throw whiffed and f2 was a fuzzyable as ever. As it is now, players will likely try to poke out or attempt a reversal...
jip, u4, b14, b14, 4 xx roll, jk xx telekick xx sai is 39%, though it's still tough to make the sai hit consistently. Alternatively, you can end the combo in b14 xx neckbite after the roll for 38% with a standing reset.

Latest AZ local tourney. I play Mileena at about 27:30 (Vs King Hippo) and 34:00 (Vs joemabob). Grand Finals starts at 1:47:00 and features Morty playing Kung Lao, Kabal and Reptile against Detroit.
If b3 connects, regular roll will also connect so you do need to block the first sweep low. Only the first sweep. High blocking after b3 will take care of both enhanced and regular roll, and if the Mileena player chooses b4 you'll only take like 7% damage.
