I would argue that MK11 IS a very good game, but this is easily my biggest critique of the game, as well.

You have to remember that there is a major nostalgia factor for people when it comes to discussing MK9. For a lot of people on here (myself included), it is THE game that got them to take fighting games seriously. So, there will always be a lot of special love for MK9 on this board.

The balance is pretty good, IMO. The thing they whiffed on big upon release was the TOT balance. They fixed it quickly, but it was comically bad on day 1.
