100 MS surely hampers your reactions, but teleport isn't that hard to block. Just be careful when approaching her. A supergirl proficient with lasers and footsies is much harder to deal with than a teleport happy one.

Her nerfs put her more in par with everyone else bit they didn't do anything game changing. She still has not that many issues getting in since her walkspeed is great, her midrange game is good and has good options to deal with projectiles, she doesn't need armor on EX catdash, that just means she has to think a bit more her next move.
