Injustice 2 DLC Theory: Did MKX Hint at Johnny cage and not Raiden as DLC?

I think it's just a coincidence. I very much doubt that they planned that far ahead and Johnny cage would be pretty lame in a dc game . Like sorry but I can't see johnny cage being able to hold his own against the likes of superman when all he has is a green aura and a nut putch. Raiden is pretty lame too but I can atleast see him being able to compete with the cast. Hopefully if they are gonna put another mk character in then it will atleast be a decent one. Rain would be dope.
