Think you should go with the most well known versions of their name but maybe I'm missing something...
I think the best has to be Tekken Master at this point in time... imo. But I think to be fair you have to base things off of current time. The game is totally different now, having gone through multiple seasons and patches. Thread doesn't specify Greatest of all time or Current best.
Second probably between Cowboy and Dragon and I think it's super close... idk
Dragon: Had a lot of success with him in Kombat Cup this season, used him to beat Sonic Fox in Final Round 2017, he beat Cowboy in K.I.T. 2017 but he had to use Kitana against him and pretty sure he used Kitana the whole way (idk how strong he was with Shinnok at this point)
Cowboy: used Shinnok the whole way through Top 8 in K.I.T. 2017 and was very strong with both Bone Shaper and Imposter. If it was just Bone Shaper variation we are talking about, I think Cowboy is obviously the best Bone Shaper. Regarding Imposter, he is obviously still up there but idk whose is better at this point in time. Regardless, Cowboy is clearly one of the best overall Shinnok players and one of the first to have huge success with him. If it's best Shinnok specialist overall and/or throughout the history of MKX so far, it may be Cowboy (his overall volume of success with Shinnok as a character throughout the history of MKX is unmatched at this point) but again the thread doesn't specify. Also, I don't know that anyone would want to mirror him in a Shinnok battle. They may dodge that, as he clearly knows the character inside-out and backwards.
