That's MUGEN, its been around forever. You can customize characters, stages, stage themes, and even screen packs. Very easy to do. Also, practically every version of every fighter from every major 2D fighting game has been ripped.
i forget what tourney it was at, but I watched an all random mugen tournament and it was the greatest thing I've ever seen. Floes face during his matches was godlike.
Thanks guys. Unless it will play on my Ouya, I may need to make a purchase. My PC isn't very powerful. I may have misjudged PC gaming.

i didn't say specials. I said normals. All his normals being negative is pretty huge. Again not saying his neutral isn't serviceable, but it's definitely not worth listing under his strengths since it's worse than quite a few members of the cast, Karin, ryu, necalli, chun, cammy etc all have better pokes and safer options. They just have less dmg/corner carry(usually).
Eh? stLP, crLP, crMP, and crLK are all +1 or better normals. Hell, stHP is 0 on block. At +1 you can't even challenge him with your own lights because his bMP will always beat them unless hitboxes get in the way.

And listing Necalli in that bunch of better pokes...ehhhhhh, not even being a Necalli boy, but his buttons are probably the weakest part of the character and lack behind quite a few characters generally. Ken's buttons aren't as strong as some of those characters, but when they land, he gets really good rewards, and it's not like he can't play around them anyway. Normals are only one aspect of it anyway.

"Hey, Ken. Do you remember that dress I wore to the Kanzuki party that one time? I can't for the life of me remember which one it was!"

Obvious answer but did you do Ken's story and play the part where he goes to Karin's "party" and fights Birdie then I think Karin? That's the only thing I can think of why anyone would be asking Ken about a dress. (I'm thinking it's from his wife's perspective.)

I'll try it. I just played Karin's story and it didn't work.

If they see you constantly back-walking out of throw range, they are gonna make you pay for it somehow.
It's a read (guess) which is how you defend yourself in SFV. If someones trying to punish you for walking back and you don't they've generally given up their turn or are punishable

Yeah, there are options for both players, it's just stale and boring gameplay when you are locked in constant throw mixups the entire game.

i can't think of any characters or situations where the throw mixup is what someone is going for. You establish the throws so that your meaties and shimmys will work, and your opponent takes those throws because he knows it's far less damage than he'd take otherwise.

And as far as I'm concerned the hypest moments in sf are when momochi/daigo throw someone 4 times in a row and they're lying on the ground and everyone is thinking "certainly he won't go for 5, will he?" And then he throws them again. I love that shit, it's not boring/stale at all.

Yeah, that's the mixup. If you tech the throw you might eat a shimmy or meaty. Yes, throws do less damage but it's still a mixup.

Really? I think that's lame. I almost turned off the last tournament because I was so bored of watching Cammy snap peoples necks.

I kinda have to agree with Myles to an extent on this one. When throws become such powerful tools in the hands of rushdown, mix-up, etc.-based characters, it's part of what relegates grapplers to their usual mid-tier (at best)/ass-tier (more often) status and that's my main problem with it. The balance between the threat of all that unblockable damage from a Gief who has to struggle his way in and a Cammy who can waltz her way in blindfolded should be heavily skewed in the former's favor.

Yes, I get that his SPD's wreak a lot more havoc when they do land than her normal throws, but if she's landing enough throws to compensate and being next to her strikes just as much fear into your heart as being next to him in part because her mixes include that very threat, the whole point of the grappler's entire struggle is significantly diminished.

Maybe I'm just biased though. #GruffBundy

Based off some of the DLC characters throws going back to neutral might be a season 2 change. Urien still has throws loops in the corner but it's manually timed not a 'hype' autopilot framekill Ryu throw loop
