I've played dudes that basically d3 me whenever i try run in f3 or SK. With jaqui of all people.

I myself cant react to run ins every time but its very doable.

Even if you block, it's -7, making it your turn. So yeah, he can use it to get in, but then he's got to start eating that MKX 50/50 pressure.

@Addhad You're making everything seem as if it's a 50/50. When fighting a Jax or Johnny, it's not a 50/50 between shadow kick/dash punch or F3/F2. How did those players get you so scared of those things to get you neutral ducking in the range Jax and Johnny want you to be? Evaluate yourself and what you're doing wrong. The neutral is called the neutral for a reason. Not everything is going move straightforward. Sounds like you just need to level up a bit.

His d4 is, what, 7 or 8 frame startup? So that's at least 17 frames you have to beat it. And every character has armor; that's just one of the dumb things about this game. Think he's going to armor? Make a read and use your own armor. Or use any attack that won't succumb to OHP, which is extremely bad at dealing with any non-standard standing or crouching hitbox.
