Jump attacks being plus when done close to the ground has always been a thing. This is no different in MKX.
What doesn't make sense is when jump attacks done on the way up are blocked and the offender is immediately brought back to the ground, at plus frames, to continue pressure. That is unusual and needs to be looked at. Characters who can abuse this that come to mind are Jax, Mileena, Sub-Zero and Kung Jin (yes, I know there's others).
If you're already knocked down and the player performs a meaty NJP or NJK, you have to hold that. In the last Mortal Kombat title, if you knocked someone down, you had to guess between invincible wake-up or no wake-up, regardless of meter. I wonder if you all would prefer to deal with that instead? At least when it comes to MKX's wake-ups, you have a chance at breaking through their armor.
I also agree about the anti-air comments being part of the reason that this is complained about. Either the hitboxes on grounded normals need to be improved or the priority on jump attacks needs lessening.
