This is what I meant, I have seen this happen once or twice, but happens a lot with Ibuki.
That's something that Ibuki has in the corner with her QCF HK. You can cross-up and land in front or not cross-up and land in front.
ibuki can do it in the corner or midscreen with a setup and chun Li can do it in the corner as well. Not sure if anyone else can do it, but it's a common enough SF setup. Ryu used to have a nasty one in 4 off his forward throw in the corner.

im east coast as well, not exactly a beginner but I'd be willing to teach you the basics. Or we could run sets with my fang which is literally the worst fang in the US.
