I normally do not do this sort of thing. But after playing Jax since the game came out i have noticed that his F2 Hitbox is a bit wonky. So i decided to go into the lab and test it against every character in the standing position, Stand block, neutral duck, and crouch blocking position. Before i post the chart i would like to say thank you for making Jax a really fun character to play. This issue is also mentioned in a thread here:

This Thread shows video of the distance at which the F2 wiffs. For simplicity sake my chart is based of the distance at the start of the match which is about the same distance at what the video shows. I tested in neutral also and got the same results.
Characters that make F2 wiff by Standing:
Nobody. I was happy that every character that didn't block got hit with F2.
Characters that make F2 Wiff by Stand Blocking:
This is where it gets interesting. For some reason these characters make F2 which is a mid wiff at certain distances when they are stand blocking.
Kitana
Mileena- She is a special case. When Jax is standing in his idle animation he moves his head and body. When his head is moved back it seems to change the hitbox slightly on f2 making it wiff on Mileena
Tremor
Takeda
Characters that make F2 wiff by Ducking:
Ermac
Erron Black
Jason
Jax
Johnny Cage
Kano
Kitana- The same thing as mentioned above with Mileena happens again in this instance as well. She is a special case. When Jax is standing in his idle animation he moves his head and body. When his head is moved back it seems to change the hitbox slightly on f2 making it wiff on Kitana

All I am asking for a fix to this move to make it hit properly. I believe this would also make his Mid Screen Combos after EX OH Dash Punch Hit more consistently against smaller Characters.
Another issue i have found is that in the corner against Goro B34 Into OH Dash Punch and Normal Dash Punch will wiff on Goro. I do not know the reason for this but it works on the rest of the cast.
