You can be thrown while blocking and can't break without letting go of the block button. Is that game breaking??? Quan needs the rune trap. That is what keeps him in matches and makes him a threat. Without the rune trap he would just be a gimmick.
It's literally what keeps almost every MU from being 7-3 in favour over Quan.

Quan is far from easy mode--in fact, against a competent opponent, he can be very difficult to win with. His wake ups suck, everything worth doing in unsafe, and you can't break combos or you lose your offense (rune trap).

Sure, if you play someone that doesn't know how to block mixups, Quan could possibly look easy mode, but hell any character could. Quans mixups aren't even that good.

F1 2, the second hit is low so you can see it coming from a mile away because it's slow
B3 is decent, but there is absolutely no reason why you wouldn't block Quan low
U+3 is ridiculously slow and full combo punishable--you risk the match to make people respect overhead

His pressure isn't great without meter and rune trap--you can duck the second hit of 11, fast start ups can punish in between B3 1+2, and so on.

Winning with Quan, again, against a competent opponent, requires perfect meter management, as well as a few lucky breaks. And in the end, the dash for Rune Trap can be tricky and if it isn't perfect people can jump out. This happens online all of the time, but if you aren't on the dash perfect, it can be dropped offline as well.

I think one of the keys to using Quan is trading Trance from mid screen, though there are several characters that you cannot even attempt to do this with: Rain, Smoke, Kabal are just a few off the top of my head that can full combo punish any blocked trance from mid screen.

Quan is indeed broken because I don't think Rune Trap was an intended strategy, but if he didn't have it he would be at disadvantage in every match up except maybe Sheeva.
I honestly could not have put it better myself. I personally find smoke to be one of his hardest MU's. Though I play a ridiculously good smoke on a regular basis, so I have quite a bit of experience. The strategy? Woolay a bunch, and pray for a miracle.

I also used to practice with a very good Smoke--my god that match-up is tough. You just feel locked in at all times. Your only reprieve is an ES Skydrop to get out of relentless pressure, but what do you do with breathing room? You can't risk trance and trading skull for smoke bomb is suicide. Sigh...god damn Smoke lol.

when your at full screen you can literally just walk to get in and the smoke bombs will whiff until sweep distance. When in pressure dont block low, and punish smoke bomb with 212 ex rune into mixup.

I didn't know that--I just checked the frame data and that makes a lot of sense, thanks for sharing! I think even with that, it's an uphill battle. I have Smoke at 7-3--do you guys have it 6-4? I may be playing it wrong all around.

I originally had it as 6-4 but after some matches with some really good smokes I would say 7-3 or at least 6.5-3.5. It's a horrendous matchup and requires much patience and execution.
