There is a couple of techniques I use. One way is to jip (jump in punch) and then uppercut. It hits him most of the time but not all. One of my favorite combos to use on him mid-screen is j.i.p., back+X, Y, freeze, Y, X, B, slide. Now if he gets in the corner, do this combo: Y, X, B, freeze, Y, X, B, slide. Sometimes the CPU blocks this combo from the beginning. However once you get stopped at the freeze part, just spam it and you'll win the round. But if you have X-Ray, instead of doing the slide at the end of the combo, use your X-ray for 50% damage. I learned these combos and more off a combo tutorial on Youtube. Oh and if you didn't know this if you finish a mid-screen combo with the Y, X, B, and you have X-ray, hold onto the X-ray for about half a second, or a whole second, and then release, you'll be able to hit them.

You must be new. My advice: don't use jip uppercut. Also, not everyone uses xbox, so you should use the universal number notation. 1 = front punch, 2 = back punch, 3 = front kick and 4 = back kick.

First and foremost.... WoundCowboy is a very very vey very very good Shang player. I would not feel discouraged if he beat you, as i'm sure he beats everyone pretty much.

as for Shang. This is a weird matchup. I don't have a ton of experience. There are few things I do know that might help. You have to have your ice ball on the screen first to trade with his ground skulls (the ones from the floor). At mid screen... if you see him to for the up skull (through the ceiling) you can slide it on reaction. Shang really doesn't mind being FULL screen nor does he mind being at JiP range. The ground skull can punish you cloning at JiP range as well. He has dirty frame traps with the ground skull up close.
I would also suggest not ever jumping in. It is a tough thing to not do I realize... but overall it will help you against not only Shang, but others as well.
Once you get in, I always tend to not just block string clone, as that kinda defeats the purpose of getting in. You need to mix up your 2,1 d4 2,2 and throws. Shang can only jump out of the corner... so remember that.
Again I have very limited matchup experience here (and I tend to go to Johnny Cage in this matchup).

Useful against the CPU but not so much against a human opponent.

Yeah but I figured he was talking about the CPU so I gave him my CPU strategy. Most people wouldn't go into the corner because that's where you get punished.
You do know that this site is for competitive mortal kombat, you know, against other people?

I know that. But I assumed that this subject was about facing the CPU, not another person. If it's about facing someone playing as Shang Tsung, then I would say the same thing as OnizukaPM. Although I just double dash, not dashblock. Also be sure to watch out for those fireball combos. Once Shang is in the corner, Sub-Zero can do some punishing corner combos.
