In layman's terms, it's when you perform a quick attack to put the opponent in block stun then immediately throw them. Everyone has them in this game, usually in the form of D1~throw or D3~throw. Some work better than others, with the ones at or close to 0 on block working the best. Baraka's are pretty good since D1 is -3 and D3 is -4 on block. He also has a command grab in his one variation which allows you to cancel any string into it, so even standing 1~bf2 would be considered a tick throw.

So is there a way for me to practise in training mode? Ie set the AI to reversal? So if they’re blocking, would 1~bf2 work? I thought bf2 would then be punished?

The general tick throw can be practiced by just setting the opponent to block, and go in with a single jab and then do a regular throw. Single jab into grab is a classic and universal fighting game strategy that you could call tick throwing. But a real tick throw would be someone with a command grab. Doing a jab, or down poke, immediately canceled into a command grab. Kano. Geras.
