Did Midway make this game with a Tier list in mind?

Hope I don't get in trouble for resurrecting an old post...

I wonder if MK3 came out in arcades just for home ports... MK3 for genesis/SNES was pretty good for a home port, but the UMK3 ports on both systems resembled a half polished turd.

Maybe they knew that going in...

Do any Devs? Did Midway make this game knowing Kabal would be top, HSmoke second, Kung Third, ect?

Or did they just give everybody their moves and let people run with it to make their own tier lists? Or did they just have some sort of idea?

For example, they knew Kabal's spin is godly, but not THAT godly? Anyone know?
Midway did not make MK9. Netherrealm Studios did. SMH.

There was a HUGE quality difference between the PSX and the SNES / Genesis versions. The PSX had just come out, and was very expensive compared to the SNES and Genesis, but MK3 was near arcade perfect on it. Looking back at the SNES and Genesis versions, they fucking SUCK. The SNES version of MK3 was slightly better than the Genesis, and at the time being like 12 years old, it wasn't a big deal. I did rent a PS1 once at Blockbuster with MK3, and it was mind blowing.

Back then they didn't limit themselves to console technology. There were games in the arcades that had FAR better graphics than anything you could have in your home, like the Sega Model 3 games for example. The Sega Saturn did not have the power to port most of them. When the Dreamcast came out, that changed.

I did the exact same thing with ps1 and mk3. Minus the bloody load time, I loved that game.
