I don't play either of those characters on a high level, but I think its pretty obvious for anyone who messes around with either in the lab that the execution barrier on Zatanna is way higher.

Speaking of downplaying, remember that both Deg and Mr.Mileena were downplaying Zatanna for months and demanded buffs.
