I'm not sure how to answer this... You just NJP then when you need to practice so that the bomb hits the person around head height... Hit the training mode man and just do it over andover again. And watch some combo videos.

Watching the vids helps in some aspects but it doesn't necessarily help me to know when is the moment to actually input the command so that it hits the opponent. That way when im practicing it I can get the timing into memory so that I can do it consistently in a competitive scenario.

Combos are one of the things you need to learn via practice. IIRC after a delayed NJP you should do it as soon as possible.

I'll try to see what I can do then cause I've been doing it perfectly fine after the b2 connects I just need to find that sweet mark that makes it consistent.

In that case would it be almost immediately after the opponent reaches max height from the njp? or slightly after the beginning of the decent?

for the njp combo, you b2 so that the bomb hits the opponent AND explodes, and for the ex bomb combo you b2 after the pop-up so that the bomb doesn't physically touch the opponent it just explodes beneath them. You just gotta practice the timing for each till you get it right.
