I almost never use B13 or B1 by itself because it is punishable. Also YES you specifically said B12, so don't try and change your post. No move that he has is -14 that I know of. Also, B3 does not beat b12 for free, not even close. In the 8 games that we played it probably happened twice. For one thing B3 is much slower than B12 which means that B3 gets beat or they pass through each other. The only relevant point that you made is that you can catch b12 with a jump back sometimes. If Sinestro did nothing then you just put your self at a far distance and probably let him charge the trait for free. Catwoman also does not get a free 50/50 on knockdown. Sinestro's wakeup is invincible which means that she either has to respect it or go for a setup that he can counter.
But this is Ra Helios we're talking about so CLEARLY when he said b12 he meant b13 and when he said -14 he meant -9. God, such a noob.
Is it really that clear? Several Sinestro players still use B13 and B13 arachnid to condition their opponent; I am not one of them. Also, if he is going to make a condescending post ("my little friend") then he had better be sure that he is saying exactly what he means. Say what you mean.

But you can still condition people with b12, and the meta is far less risky for Sinestro. B12 does everything b13 does except the damage, but it's safe, and the damage isn't a real issue because he gets a safe meterless vortex off of it anyway.
I rarely use it, but i guess the idea is that there's no reason to press buttons after b12 cuz it's safe but b13 isn't so people will try to press buttons after it
